The author of this book clearly wrote it "the easy way". The launches within the former-Soviet Union/Russian photoreconnaissance and Earth observation programmes greatly outnumber those of the United States, yet the Soviet/Russian programme is dismissed in a few pages. Maybe it was too difficult for the author to research in any depth (the information is "out there", I have found it!) or perhaps he just couldn't be bothered. Even what he does say about the Russian programme can be demonstrated to be wrong from more knowledgeable sources. The same goes for the Israeli Ofeq satellites which have been performing a photoreconnaissance role since 1995.This book is extremely biased towards the US space programme, and this subject is covered in many other more authoritative books.
